Well if I knew you better personally I would probably be able to give you a better answer. But I can give you something about the symbolism you presented.
Your mother in your dream may represent your nurturing side. I would consider what comes to mind when you think about your mother personally - caring, wise, charitable, strict and so on, she's your mother so you'd know best what she represents to you. But what she represents, those are the qualities about yourself that are being shown through your dreams.
Jail, doesn't really matter where you're from, tends to represent confinement, restriction, feeling guilty or in trouble or placed into a situation where are being forced to do something you don't want to. It can relate to anxiety, fear and worry.

When I think of an election I think of things like politics, political issues, decision making, democracy and society.
fraud charges, to me, symbolizes being accused of taking someone's stuff (like id or ideas or personallity traits) and profiting from it. Since your motherly side within the dream was sentanced I think it means that you may feel that this part of you has already been tried and convicted by peers, or other parts of your self.
Hillary Clinton... well I will reserve my opinion to my myself and won't touch that one simply to keep this as politcally neutral as possible. Just consider the things she says, she represents and how those may or may not apply to you. If you tend to disagree with her views then perhaps the "fraud charges" about the election relate to make decisions that might be something you'd think hillary would do, but not yourself, and yet you find yourself being confined by those who are accusing you of such things. Because your mother is republican, maybe qualities that make her such that you share, are being challenged by others as favoring the opposite end of the spectrum.

Being sentanced means that by your peers your motherly side has already be tried and convicted. Being released from jail, to me, simply represents freedom. A press uproar (I assume this was against the release?) hmmm well the press I would associate with news, media, public opinion. And uproar, in the context of the dream I would imagine means public anger.
So to *try?* to put all of this into any "logical" sense (dreams have a tendenacy to NOT be logical) I'd say altogether you may feel that your motherly side is being preasured by either other aspects of your self or people you know, possibly work with, to conform to the ideals of the masses, who are persecueting you, making you feel perhaps overwhelmed or in a situation you'd rather avoid. Perhaps you are feeling pressured to make decisions you don't want to.
The more I look at this dream, the more I wonder how poltically active you are. (I assume you are an American) If you go to caucuses, if you were elected as a deligate or even an alternate you maybe being preasured by other party members to commit to doing things you might feel like you are being coerced into... as though this political game is a sort of prison. And then if by chance you were elected to go to a bigger convention, like a district or state convention, the preasure would be even greater. I know the Dems are pretty much "factionized" into two camps, for Hillary or Obama - so you may be feeling the tension from both sides to vote one way or the other.
If you are politically active I think this dream might simply be about the stress this is causing you, nothing else. But, again, that is just a stab in the dark!
