I am working to make a list of suggestions about basic requirements for making magickal progress.

I will start this off with the suggestion: discipline.

I would appreciate receiving other suggestions.

practice, practice, practice (and still more practice), and by practice i mean trying simple little spells and jinxes and hexes everyday, if they fail then try a thousand times again, each time with more belief - you don't need an altar or expensive equipment or even books, just open your mind and let the magick flow in
