Its is a banishing ritual and the points represent planets; when you draw your points, it is like you are reaching out to the planets in turn and drawing their energies towards you. That is my own basic interpretation ot it.
You can start and end this hexagram at any of the points and the meanings differ, you will need to do some reading on it.
As for when you practice it, if you are a serious practitioner, you will probably do a ritual of some kind daily. Many magickians use them for a particualr purpose and choose a ritual according to what they want to do with it. The more you do these rituals, the more they have meaning for you in the beginning. However, I am a firm believer in going at a steady pace because you are opening yourself up to things and you need to integrate the new knowledge and experiences without going mad. I am serious here. The same as you would not overexercize, so as not to damage your body, do not go overboard in magick.
