Varloorni, Is it R'lyeh? Options

I was wondering something, have always wondered it in fact--just got reminded just now. Is Varloorni (in the conjuration of Bandar it is said) really in fact R'lyeh of the Cthulu Mythos?

Here is where in the text it says Varloorni is R'lyeh I feel--in the Testimony of the Mad Arab Part 1:
