As Darkmage said, sure . . . it'll work, just like using a mirror or pendulum. I don't know what the all-mighty rules of evocation are, but I know that not everyone uses a triangle . . . or even a circle. I know that a lot of evocations don't need a triangle (angelic) or a circle (choate). Putting your mirror inside the circle isn't uncommon for "evocation to astral". And pendulum (or a host of other divinatory tools) are used in rituals that, although are evocative, are outside the "traditional" western paradigm So, why not the Oujia. In essance . . . a medium or seance could be considered an extremely poorly defined and qualified evocation.
I (personally) think the Ouija isn't that much more powerful of a tool than some others in its own . . . the fact that its used nearly exclusively by groups of people certainly would increase its responiveness. But if your biggest concern during an evocation is to be careful with how "powerful" the Ouija is . . . I think you got your head up the wrong end, and better start thinking about the spirit.
