This doesn't have to do with holy judgement, but thought I'd mention what I learned. The hadouken originated (I'm fairly sure) as a fantastic dramatization of what those known as "chi-masters" are reportedly capable of. Chi being the east-asia equivalent of chakra, or 'spirit' as they say in the new world. Many people go through the intricate and careful movements of Tai-chi for many reasons, but those who are best at it supposedly become capable of projecting their movement outside their body, in a way that can push people down without touching them. There is good evidence this projection is more a tactic of mass psychology, similar to the way evangelical preachers "channeling the spirit" manage to knock over their parishioners / audience members. Hollywood (aka Capcom) just thought that invisible chi blasts weren't entertaining enough and turned them into blue fireball looking thingies.
