Is there a such thing as power levels when it comes to psi? If there is how would they be measured?

The closest thing would be psi-kappa and psi-gamma. Psi-kappa are perception based gifts such as empathy/telethapy. Psi-gamma are gifts such as psychokinesis. I have noticed that people generally get a spark and stay in the area for a while.
