Beliefs are best measured by their representation through our actions, and our observations of our reactions to our own actions.
There is what you say you believe, what you think you believe, and what you really believe.
One might say they believe, for instance, that we are all connected, and that all people should rely on one another to create peace in the world - but refuse to give alms to the poor, or assist a friend in need, etc., usually out of fear in some form.
You may think you believe that there is a Benevolent God - and yet, you contend with fear, hate, sadness, loss, despite that belief.
We believe that fire is hot, and will burn us, so we are very careful to avoid touching fire for any length of time.
The first kind of belief tells us what we have learned is the right kind of belief.
The second kind of belief tells us who we think we really are as an individual.
The third kind we only acquire through experience.
The first two are false, no one truly believes those things unless they are informed by the third kind of belief.
Therefore, most people have no idea what they believe, and are fundamentally atheist, for that matter, until they experience Divinity in some form.
