Such an object can be made, although the average person will fail in it's use because of the nature of words. However, crafting a 'wish book' as it were, or even a proper spell book, for the purpose of empowering what is written in it - not just recording algorithms - is an involved process. The book and pen are stock mass produced items, not hand made, I have seen the same items all over the place, including a local barnes and noble. This person is just selling the journal and pen, and using the suggestion that wishes might come true to do so.
To make your own such a book is not a terribly complex process, though it can be labor intensive to do correctly and in earnest. Can be pricey, but well worth the cost and the materials keep so they can be collected over time. Wood, calfskin, parchment, sinew, some ideally natural glue, and embellishment materials if one cannot express the object in earnest without them.
Avoid these sorts of scams, it isn't difficult.

Really? That seems rather easy...
