The following I'm about to post may not sound like a psi or related at first, but I think it has some kind of relation that may be usefull to share.
I'll try to make this short but I have to tell a bit of background first which "may" help you understand what I'm trying to explain (IMG:

I was actively pursuing martial art since I was 14 and was a bit obsessed with it until my early 20's which naturally make me able to do some impressive physical feats with weapons or empty handed. I studied wing chun, karate, taekwondo, muay thai, jeet kune do, wushu, kali, etc until I am able to invent my own style of streetfighting. I am "famous" within my sparring circle for my lightning fast punches and for scoring the largest amount of hits. I simply "drum away" my points. That's my background for the following story.
About 6 years ago I was in Bali for holiday with my gf, we went to Time Zone where there's this punching machine. The one with the laughing skull you probably have seen. You put on the glove and punch the pad where it will measure your punching power. Back then, I usually come to Time Zone only to experiment with my punches (sometimes when there's no guard I'll even side kick it lol!
My "normal" punches has an average weight of 120 kg.
That time, I used a different punching technique I "invented" for my system of rolls of punches. It's a mix method of what I've found to work very well which produces the fastest and most powerful punch a person can deliver in the shortest amount of time. It's similar to Bruce Lee's one inch punch (probably is a version of it). So -without the glove - I simply make a stance in front of the punching machine, take a few seconds to relax, put my punching hand in front and close to my side, control my breathing and then finally "snap" my fist to the pad - in a one single concentrated power of my focused energy from twist of my hip, back, shoulder + mind focus on the target/pad. It's simply like a snap. It's like I gathered in all powers in my body and blast them into that one punch. The distance from my fist to the target is only about 30cm. I don't pull my hand/shoulder backward when I launched it either and my body always in a perfect balance before and after launching it.
The result? about 295 kg score for each 3 tries. That's more than double my normal physical punches!
So I think when implemented and related into chi ball burst you asked, the key here I think is similar to what I've experimented: a calmed focus, controlled outburst of concentrated power with the "perfect" technique (it took me years of "obsession" to advance my techniques)
