It's meant to be a magic language, set aside from the energies of any other language.

When you speak day to day English, there is mundane power behind it. Set aside a language for magic only, and you have that kind of energy behind it.

Think of it as preventing "cross-contamination" of energies.

You use them by vibrating them, or chanting in a monotone/limited pitch change.

Enochian as a system possesses definite power. However, it seems that the creator of the language, Dr. John Dee, may have been attempting to create a cipher system out of the language.

Dee's "Angelic Language" came about as a result of evocatory angelic work he undertook with Edward Kelley. The purpose of this work, however, remains unclear and may have been to derive a secret form of communication that the English could have employed in espionage work. This apparent conflict, magical vs. mundane language, would not have been problematic in Dee's time as such ciphers were properly within the domain of occultists.

So some argue that Enochian is an effort to make a secret cipher and that's probably true. That does not mean that Enochian can not be used magically or that its magical use is in some ways fraudulent. The only contradiction arises from imposing modern perspectives on ancient practices and texts.
