Israel Regardie is a great author. There seems some connection between the Moon and Venus. For example the thumb is the Moon while the mount below the thumb is Venus. Although in palmistry I have seen it attributed in the reverse of that also.

By Moon breathe I think he is just talking about the breathing technique. In Yoga class they have you do that breathing out of one nostril and then the other thing. Which personally I think is moronic. However I am overly opinionated. If you like it just do it and don't worry if its misinformation. I have never read anything that Regardie wrote which I thought was bullcrap. His writings on Kabbalah went in one ear and out the other with me. So I respect that he was a very smart dude.

Peace!

That is because it is because it is referring not to the left nostril itself but to the corresponding nadi in YOGIC thought. There are three primary nadi's, 12 of importance. Ida, Pinagla and Sushumna. Ida is the left nostril, also called chandra nadi, chandra being moon. Thus you have moon breathing. The two nadi's wind around sushumna, ida being the yin and pingala the yang, with sushumna being the balance between them. That is a very basic overview. The alternate nostril breath which was mentioned is a yogic method of balancing these two out in order to rouse sushumna into awakening and remove oneself from the constant swayings side to side as well as general 'purification of the nadi's'.
