I like that design Kath. its better to go to the best quality tattoo parlor you know and show them your scars and get a professional consultation. some of them are really good at cover ups and stuff and they can perform miracles. but you should probably not limit them to much on the design. maybe you could put that sigil another place.

anyway, I'm an artist myself, and with myself as a canvas, I can't say that I'm entirely comfortable not directing the creative flow. On the other hand, I know the best art is never born from such limited circumstances. Ideally I'd want to see the spark of a muse in a tatoo artist's eyes when they outline their idea for the scars. If so, I would step down and let the muse work.
anyway, I'm not concerned about whether the sigil matches the rest of the tatoo. if it did match, then it might almost take away from the sigil as a focal point, which would actually be counterproductive in my view. if it 'kinda matched' that'd be ideal i think.

not necessary. I very rarely subcontract my magick, and never to other people.
If I got a tatoo from a pagan/occultist/etc. I'd actually ask them to refrain from trying to charge it themselves. I have bought handmade occult jewelry under the same request. of course, art has a charge of it's own... but aside from the artistic magic, I prefer it to be left alone.
